Neutron CLI to list/deleteTunnel Endpoints

We have a scenario where if we have a entry for (tunnel_ip, Host A) in ml2_vxlan/gre_endpoints tables for a given agent A.

Consider that agent A goes down for some reason. And we want to reuse the tunnel_ip for agent B with Host B. The only option we have to delete the stale endpoint from the DB manually which is not the feasible solution.

Also, we don't have any CLI available to list the VXLAN/GRE tunnel endpoints in neutron.

With the introduction of 'neutron tunnel-endpoint-list' admin/user can list endpoints for both VXLAN/GRE tunnel type.

Also, with 'neutron-tunnel-endpoint-delete' admin can delete the tunnel_endpoint if it is no longer in use.
