Online Prediction

Currently, Perdition job (meteos learning-create job) is executed by the following steps.

1. Load a Prediction Model which stored in hdfs of experiment
2. Input a Value
3. Retrieve a Output (Predicted Value)
4. Unload a Prediction Model

Prediction Model is loaded every prediction job. It's inefficient.
A Loading Prediction Model takes about 30-60 seconds, it mean that each prediction takes 30-60 seconds at least.

This bp allows user to load a Prediction Model in advance.

Add a "meteos model-load/unload" command which make it possible.
