Polling Modes

In our experience at Rackspace, frequent polling is often unnecessary. Therefore, introducing polling modes can drastically reduce server load. I propose adding polling modes to the reference client as early as possible so that the idea is more likely to promulgate to other implementations.
We could start with three modes: Idle, Active, Fast (names TBD).
