Add support for gathering logs from the cli

To make it as easy as possible for user to get access to container logs there should be a command to download (or perhaps just view?) the logs from a host, group of hosts, or all hosts (though all hosts or even large groups could have performance concerns).

The current cli has code to pull logs from the docker containers directly but this needs to be updated to work against the rsyslog container.
