Solidify the python API for other openstack client use

Glanceclient started using the keystoneclient as a dependency to deal with authentication and authorization so we didn't need to replicate that code in other client projects. The internal API isn't clear today, and should be solidified and documented so that it's clear and straightforward on how to use it to deal with authentication for any other OpenStack client.
