Sharable Token Generation

All the clients need keystone tokens in there testing. Unfortunately they all maintain copies of this internally. It isn't sufficient to just share some example tokens with other clients as they need to test various aspects of a token.
So we should build a generator that creates correctly formed keystone tokens so that other clients can use them.
