[long-term-idea]Provide k8s compatible API

The idea is similar as Heat for providing AWS cloud formation API. Higgins could provide k8s compatible API.
NOTE: This idea only makes sense if k8s becomes the dominating COE. If k8s is not the dominating choice in the future, it doesn't make sense to do this work.
