Design the Higgins API

Need a design of Higgins REST API. The API should be generic enough to expose common features for most container runtimes, and be able to address the core use cases.

NOTE: The designed API is for end-users who consume the Higgins service directly (not via Nova). We will have a separate BP to implement a nova virt-driver for Higgins.

Ideally, this BP comes with a spec.
