Option to show soft-deleted stacks in stack-list output

It would be useful to have an option to show "soft-deleted" stacks in the stack-list output. This would allow users to see a list of stacks that includes deleted stacks. They should also be able to view details of a deleted stack in order to retrieve historical information regarding that stack's configuration, parameters, template, create/modified/delete time, event information, etc..

Approved but removing milestone, since icehouse heat doesn't actually support show-deleted on stack-list yet.
