Ability to list all timestamp fields in a particular timezone

Gnocchi python client will read the timezone passed via the command line or from environment variables.
If the timezone switch is provided with value or the environment variable for timezone is set with valid entry, then the client
converts all timestamp related data from UTC to the desired timezone.
