PyPE execution framework

The PyPE environment should allow for multiple modes of operation, including (but not limited to) exhaustive test campaigns[1], individual solution module tests (run a single problem solution), and user-input test modules (i.e. for users to test their own solutions, tracking pass/fail status and performance characteristics) -- this latter-most mode may even include comparing a user-input module to a PyPE internal solution module.
[1] running every PyPE solution module, recording its pass/fail status and performance characteristics (time to execute, memory usage, etc.)
