Enable pymon to determine optimal self-usage

pymon needs to know the following things about the system it is running on:
* CPU specs
* RAM
* max processes
* max threads
* max fds
With this knowledge, pymon can then determine:
* how many concurrent connections it can make
* how capable it is of monitoring all the services it is configured to monitor
* if and when someone should be alerted
* if and when it can spawn a peer on a remote host
