Create a Component Architecture for pymon

pymon has the need to be able to optionally install components via command-line or configuration options. Such options shoud include the following:
 * monitoring/status web UI
 * REST service
 * daemontools support
 * upstart support

At one point (http://groups.google.com/group/pymon/browse_thread/thread/22b1778a1831f659) setuptools was discussed as providing the structure for componentizing pymon. Django's system should be examined, as well as Twisted's plugin mechanism.
