Drawtype for line of constant length

The current line drawtype was intended to be of constant length, but that hasn't yet been implemented (primarily due to forgetfulness). However, the current version with velocity-dependant length looks rather nice anyway, so we may as well leave it as-is and add a new drawtype for constant-length lines.
