Notifications should also not appear if the option "Show window when you receive the first chat message" is enabled in the preferences window for new chat windows
Summary:
* for new chat windows the notification sould appear only if the window is not shown automatically
* for existing chat windows both notification and urgency-hint should appear only if the window is not active (has no focus)
