Out-of-core dataset implementation

Various parts in PyCTOH are building datasets (tile aggregation, response). These datasets are all built in-memory, thus limiting their size :
 - fetched-in PI‘s datasets are bound to dataset servers memory ;
 - DAP responses are bound to DAP servers memory.

This blueprint describes the way out-of-core datasets are implemented.
