Daemon to watch for photo changes

Implement a daemon that watch for local photo and album changes and the backup process automatically when needed.
some ideas :
- use dbus to get connection state from network manager and only start backup when connected
- use py-inotify to get events when a photo or album is modified
- expose a dbus interface to that a GUI can display status and control the daemon
- start the daemon per user, at login (with startup programs on ubuntu : packaging)
