Enable RBD-backed Glance In ::all Class

Although openstack::glance supports using Ceph RBD as a backend, the openstack::all class currently lacks parameters to enable RBD-backed-glance in all-in-one installations. This blueprint proposes to add the necessary parameters to allow Glance to be backed with RBD when using the openstack::all class.
