Add the opensatck::cinder to fit the release 2.0

This bp adds a openstack::cinder class, which has three sub class:
1. openstack::cinder::controller is used to deploy cinder api and scheduler service;
2. openstack::cinder::storage is used to deploy cinder volume service;
3. openstack::cinder::all is used to deploy cinder services all-in-one.

Remove the old openstack::cinder class, it's out-of-date.

All of the new openstack::cinder classes will be used to refacter the openstack::all and openstack::controller class.
