Add ovs provider params to all.pp

the all.pp meta class is fairly complete, and while there are many params that could be exposed, the provider network capabilites in OVS are important to expose, as this class is otherwise limited to the types of networks that can easily be attached to it.
I propose to add parameters that enable passing provider network information to all.pp
