A class is used to manage arbitrary Neutron configurations.
In real scenario of ops, we have to add lots of options and custom options which not exists in upstream module. The previous method we often see is submit a patch for adding related params. It gets so complicated when adding params frequently.
So this neutron::config will add the ability for the end user to use Hiera to manage
those resources.
