Open the API to allow any generic URL (file, web, jar, etc)

This enhancement would allow properties files to be loaded from any source that can be referenced via URL (files, web, jars, etc).
For reading, this will work fine, but it would make no sense to allow writing because it would not work for non-local URLs. This needs some more thought.
