New ignore rule handling

bzr allows you to specify some file names or patterns as "ignored", meaning that if they exist in a working tree and are not versioned they are simply ignored and not reported as unknown. In bzr 0.7 these patterns are taken from the .bzrignore file in the tree root. The proposal is to change these to use a special internal property.
