The Site is Single Owner, new sign-ups need to be not admins with less power
Currently the site has a sign-up process which create multiple users in usergroup People, who have the ability to sync their accounts and add stories. However, for the initial launch, the site will be tailored for one Owner (though it allows multiple owners). When he makes a profile public or allows others to make accounts, they need to have only the capability to see their profile at present.

Removed the whiteboard stuff for now. Basically, we need for the creation of accounts to not have the full ability of the owner. We should discuss this more though...

Site is not single-owner, but the sign-up page has been removed. Owners will be able to be created and managed by Admins. People created by different Owners cannot have the same username.

Admins can now create owners via their settings page. Owner management and People invitations will come in 0.3.
