Emails should be handled the same as services

Emails are currently handled in each row of the aiki_users table with fields for email and other_emails (other_emails are delimited by |'s).

To make the addition, updating and display of emails easier, they should be integrated instead into the ppl_service_users table, or better yet a separate ppl_emails table altogether.
