I have got a pull request on devzero200 git popt clone on github from arsenm. Here his comment on the pull request:

"I got it to build / mostly work with Visual Studio so I could get my project to work on Windows without MinGW.
The tests pass except for some which are apparently only cosmetic, and it's working for me."
