testing cassandra with tox

Right now testing poppy with Cassandra involves changing the configuration files and running poppy server manually in a virtualenv. Instead if we pass command line parameters to tox and control testing (whether to run server, to connect to cassandra server, database, ... ). If we can have point tox a config file with all these options, then it would be even better.
