Providers can support Master/Sub Accounts

Some providers have the ability to provision a master account for a reseller (Poppy Operator), and create child accounts for each customer. Other providers do not have this ability.
An operator should be able to configure a provider configuration with the option to use a master account if available. Poppy should be able to support both account scenarios.

CdnManager not required. Advantage it gives is individual control panels.
