Flavor Limits

Operators should be able to define the limits for the origin counts, domain counts, and ttl constraints for a flavor. All providers in that flavor will have support for those limits.

Test Conditions:
- User should not be able to switch to a flavor that their existing configuration does not fall within the limits of (return code 400)
- User should not be able to create a service with a flavor that their configuration violates the limits of (return code 400)
