Openstack Director Plugins

Plugins mechanism to handle different openstack directors

RSC need to talk with different openstack directors like Fuel Master,
TripleO undercloud, SUSE Admin server ..etc. To handle this, plugin mechanism should be implemented
such that the interface to different directors will be a plugin. Particular plugin could be activated through the
configuration file.

Plugins could be implemented in two ways: 1) Plugin will reside inside the rsc project as a file 2) Plugin will be a separate python package. Our proposal is to have plugin as separate python package.

A cookiecutter template could also be created so that the basic artifacts for new plugin will be easy to create.
