New Dell projects require to have bt4.x (Bluetooth Smart) dedicated test case in checkbox provider.

Bluetooth Smart is not backward-compatible with the previous (often called "Classic") Bluetooth protocol.

We need to create new test cases for Bluetooth 4.x under bluetooth4/ category.
