Options page to allow user to add and edit sections to footer

Some people are requesting to be able to edit footer. We could create an options page to allow them to select the sections they want to add to footer: categories, archives, about section (with a field to add content), menu, flickr, follow me on twitter (with a field to add username)... Other ideas?

They should be able to add no more than four sections.
