A Sysadmin Can Manage Any Group

Currently, admins of an installation must use the Django interface to manage a group. This is cumbersome in some circumstances, and so when signed in as an admin, you should have access to the same functions as a Society Manager.

Implementation: if a user fails the ownership test on viewing a group, then they are checked against a tuple of admins from the config file.
