Make use of Oslo.DB and SQLAlchemy ORM

Refactor common.persistence and models.app to use oslo.db and the SQLAlchemy ORM rather than using the custom DB stuff currently in situ, this will converge Picasso's code base with other Openstack projects and also allow for multiple backend DBs to be used much like other Openstack bigtent projects.
