Make use of Oslo.Config

Refactor common.config to use Oslo.Config as per other Openstack projects. Convergance on this would be beneficial as the Picasso service would then be configured much like the other Openstack projects allowing easier installation / config for experienced Openstack operators and also use of stuff like Oslo.Db, Oslo.Messaging, Oslo.Logging etc with minimal config effort...
