Abstract options / preferences

Move the site preferences to an abstract model, into a generic table s_options, that will be able to store not only site preferences, but for any type of preference, such as for content or media types, etc, by use of the 'scope' field that is used to enact similar functionality for metadata. This is similar to how Wordpress stores its preferences.
