Implement commenting system

Create a commenting system that allows for commenting on all content and media. Allow for some method of spambot and injection/DoS protection such as CAPTCHA or Askimet. Also implement way to display comments on a page with pagination. Create a moderation queue in the CMS control panel for comments that do not pass the filtering system.
