Organize dashborad icons layout better

When you go to the dashboard screen, it shows the icons in the order you specify under Manage Menus.

It becomes hard to read/find the icon you want sometimes because they are just a continual list of icons one after the other with a width of 5 icons across (or more if you have a wide screen). This list is based on the Manage Menus sort/order which also affects the button layout.

I would like to see separate control for the dashboard icons and separate control for the menu buttons at the top.

For example, I would like to lay out my dashboard icons as follows:
Plugins Admin (line break)
Manage Menus New Menu (line break)
Access Control Manage Users New User Manage Role New Role Manage Groups New Group (line break)

The ability to specify different number of icons on each line would be key and also be able to specify the order they appear in, apart from the order that they appear as menu buttons.

EDIT:
As an additional idea, you could at minimum include a new checkbox column in the Manage Menus screen that says something like "Starts New Line in CP". If this box is checked, then when on the dashboard screen is displayed, this particular icon would start a new line.
