SQL files for the installer

The installer/upgrader uses a bunch of SQL files, which are lists of SQL instructions to apply.

Currently the files have only one flexibility: an instruction can provide a list of error code which will be ignored for the line.

I think we can improve that an add more feature, such as comments and links to help the user when an error shows up.
