strict mode for cluster node configuration

This mode is designed to alleviate many of the problems associated with improper configuration and use of Percona XtraDB Cluster. It can be enabled as either permissive or enforcing. When enabled, a series of validations will be performed at startup and other validations will be enabled and instructions execute.

In order to insure that the mode is useful and is not something that is routinely disabled by users, care must be taken to only restrict features of the database that are considered a de facto standard for operating a proper Percona XtraDB cluster installation. As a result, some items such as database size, transaction size and volume are left for other pre-deployment tools to detect.
