Support streaming incremental backups

Currently, streaming backups are performed by the innobackupex script (with the xtrabackup binary only being used for log copying), but incremental backups are done by the xtrabackup binary which calculates deltas by scanning data files.
Which means those two feature are mutually exclusive, i.e. one cannot do streaming incremental backups. The goal of this blueprint is to make it possible.
