Non-replicated pt-table-sync should not check binlog_format

When running pt-table-sync against two tables in a non-replicated environment, the binlog_format on either server is irrelevant and the checking of that value should be skipped.

To facilitate that feature, I have locally copied the --nocheck-binlog-format option over from pt-table-checksum and place the option check around that section of code.
