Make pt-online-schema-change wait to abort

The current implementation of the checks can lead to the threshold being momentarily reached which will trigger the script to abort. For large tables this can be a nuisance as you may need to restart the script and run it again for several hours, so I think it would be helpful to have a new option which triggers the abort if the abort condition has been present for a minimum period of time rather than on the first "match".
