Bash Tool Process Management

pt-collect uses a lock file and flock to prevent multiple instances from running. This is very Bash-centric and maybe not the best solution. We need some mechanism for Bash tools to prevent multiple running instances. The Perl tools have --pid which prevent multiple instances. Perhaps the Bash tools should mimic this.

Update: this spec has become obsolete because we have started to use --pid in the Bash tools.
