ThreadPool: timer-based priority escalation in PS 5.5

ThreadPool needs a way to enable timer-based priority escalation similar to the priority kickup feature available in the enterprise threadpool plugin.
This is the only reliable way to avoid deadlocks and maintain acceptable performance regardless of the high priority queue configuration.
