Expose TokuDB 'fanout' option

TokuDB ft-index supports modifying the fanout or number of child nodes that a single node may have. The default is 16 but we know in some use cases that much greater values offer better performance. This task is to expose the fanout option in the TokuDB storage engine for TokuDB 7.5.8.
