Improve server const correctness for MyRocks 5.6

MyRocks depends on some server const correctness.

- Add new function my_hash_const_element(), the const equivalent of my_hash_element()
- Make class Field::char_length() const and one derived class that overloads, Field_blob, the same.

These are introduced in the two upstream FacebookSQL commits here:
