Fix behavior of set global sql_log_bin=0;

Since 5.5 set global sql_log_bin = 0; dynamically disables binary logging for all new sessions. As per Jeremy's comments here http://bugs.mysql.com/bug.php?id=67433 this should really be removed in favour of alternate command. Twitter previously released a patch to correct this (as mentioned in the bug report).
