Variable to control all global settings for slow.log

 we made use_global_long_query_time for long_query_time
now I need the same for other variables... log_slow_filter , log_slow_rate_limit, log_slow_verbosity, log_slow_verbosity, min_examined_row_limit

We can create on variable say "use_global_slow_settings" for all of them
