Feature to block DDL statements only

We can add option to Percona Server which will be something like block_ddl which will prevent server
from creating or altering non temporary tables. All other queries can continue to run. When if we need to copy
.frm files we can get set server to ddl_block mode so we know .frm files can't be modified while we copy them.
This is needed for "lockless" state transfer for XtraDB Cluster.
This has been implemented by the backup locks feature, closing.
